Abstract : Software engineering is area that has provided standardized approaches for development and maintenance of
software. Good quality software development depends on effort, cost and time. During software development major issue
faced at the time of scheduling is taking decision regarding proportion of resources needed for testing. This is observed that
lot of the resources are required to be allocated during testing phase. The optimization of such resources is frequently made
using optimization mechanism. Proposed work has focused to detect effort required at the time of testing phase in optimized
way. Research has given optimum solution by integrating PSO with MVO mechanism to implement effort estimation in
accurate and optimize fashion. Such mechanism has been termed as hybrid approach. The time consumption in case of
hybrid approach is less as compare to tradition optimization mechanism.
